billing question

If an organization submits a final bill, you pay that bill in full and they accept and deposit that check, can that organization a year later say they forgot to bill something on that bill and rebill you?

Yes.

People and organizations make mistakes. If there bill is incorrect or the delay somehow prejudices you, then you have some grounds.

The bottom line is if someone provided a service, you are obligated to pay it.

If they provide proof that they provided a service to you, then they may be entitled to payment. If they cannot provide proof, they you can discuss it with them to show they are incorrect.
