Business expense reimbursement

My company requires me to have a land line in my house to use for business purposes. THey recently changed reimbursement from actual cost to a flat rate of $30.00. The other $30 or so is to come out of my pocket. Is that legal

It is in the discretion of your employer, unless there is contract language to the contrary.
