I have a business (llc) which I an permanently closing. How do I go about terminating the llc, and do I even need to?

You file a certificate of dissolution with the Sec of State and file a final tax return for the business if it files a separate tax return.

No, you do not need to file anything, just stop filing annual reports and the Secretary of State will kill it off without costing you the filing fee. Do have your tax advisor file a "final return" so the IRS and MA DoR don't chase you for returns after the company's demise.
