Can a business be prevented from identifying a competitor by name in a newspaper ad claiming to be less expensive, which may or may not be true?

It depends, if the statement is false the statement can be forced to stop and may be a violation of advertising standards.
They can say we will beat so and so's price by 10% or you get X. And as long as they do that they are ok. these cases are generally difficult and expensive.
