use of copyright artwork
Is it legal to use copyrighted wrapping paper or other printed paper in any way on a product(art pieces) that I will sell wholesale or other?? For example, decoupage on furniture?

In general, yes. As long as you purchase the wrapping paper, so that the owner of the copyright earns whatever royalty they are entitled to from the commercial sale of the paper. This is known as the "First sale doctrine".
If you create a work that puts the copyrighted material in a bad light, or makes it look terrible, there may be other problems that you encounter. If you plan to do this, and this is not an academic question, you shoud contact an attorney and explain to him or her what you are planning to do. They will be able to advise you if there are other issues, or if the copyright issues create a problem for you.
