if you do not file a UCC-1 on business assets if the debtor sells them and does not pay you back can you still collect

Not from the Buyer. A UCC-1 secures your interest in the assets and if sold and you are not paid you can go to the Buyer and recover the asset.
If the Seller sells them, if they do not pay you, you have to sue him only.
