I am trying to find out if an email exchange will hold up as a contract if (a) the terms of an agreement are clearly stated, and (b) if it is clear both parties agree to those stated terms.

Yes under certain circumstances emails can create a contract. However, there has to be a real meeting of the minds and there has to be clear understanding as to the terms and the terms need to be complete.
