I was laid off of my former place of employment on Friday, June 27, 2014. I had, up to that date, earned 48 hours of vacation time. As of July 12, 2014 I still had not received my earned vacation pay. Can the company, by law, withhold my vacation pay indefinitely? Or, neglect to pay me what I had earned?

No. Assuming you have two days of vested and accrued vacation pay they should pay now. Request the vacation pay in writing and they should send it to you. Since you were laid-off as opposed to being fired, they may think you need to request it in writing.

In case I was not clear before, your employer was supposed to pay you all wages due you at the time of lay-off including vacation pay.
