Is a contract legal if signed over the
internet?

Short answer is usually yes.
There are some slight variations between jurisdictions, but a digital signature is usually valid as a form of acceptance.
Also worth noting is that several jurisdictions have found that a contract can be modified based on an exchange of emails.
