I live in Massachusetts.I have paid off an auto loan 6 months ago with a bank in Arizona. The bank claims to have sent me the (Registry of Motor Vehicle title) shortly after the loan was satisfied. All attempts to have them issue a title to me have failed (very tipical poor customer service) after 2 letters to the bank(2 months have past since first letter). I want to take the case to court to obtain both the Registry issued title and a 'certificate of ownership' for the property.( I lost the original agreement but have a 'pay off' letter from them stating the loan was satisfied).

The bank has no idea what a 'certificate of ownership' is, how do I obtain this when the judge will not be familiar?

What law do i sue under? Uniform Commercial Code?

Can I sue in Massachusetts? Federal or State?

If I do sue in (State) Massachusetts and obtain a judgement, how do I enforce in Arizona?

Are there special laws that banks are regulated by?
