In the free enterprise market, you are free to do as you wish;)

You may have the option of buying an existing business, starting one from start up, or possibly acquiring a franchise or license under an existing brand.

You can open your own and as long as you get the proper licenses and join a buying group for independent super markets.
However if you do not know anything about the Supermarket business this is a foolish idea. There are a lot of critical knowledge to know in buying, merchandising and picking a location.
It takes a great deal of knowledge and experience to understand pricing and merchandising.
I grew up in the wholesale food business and I can tell you people who open independent supermarkets need to know their business to succeed.
