payment
The restaurant i work for will schedule me from 11-4 and 5-9 so they don't have to pay me for an hours required break. Can they do that?

I do not think that is proper. You can contact the attorney general's office.
They can do it if no one challenges them, or if the employees let the restaurant get away with it.
