I received a relocation bonus when I was relocated with my company. There was no clause requiring me to pay back the money if I left before 1-year. Do I have to pay back the money if I leave after 8-months?

If your contract does not indicate that you need to repay your relocation bonus, then you do not. You may want to have your contract and other employment paperwork reviewed by an attorney.

If your contract does not require you to reimburse the company if you leave, then you are not required to pay it back. You may want to have an attorney look at your contract and other employment paperwork as well as any emails accompanying your offer of employment.
