Requirements for car rental opening in this state

What are the minimum and basic requirements for opening up a daily car rental in the state, and, would a LLC be a good option to do it?

Could it be opened as a non-display car rental because the business will be conducted on delivery basis?

Your choice of entity depends more upon the owners' circumstances than on the specific business conducted -- note that a single-member LLC is a "disregarded entity" unless it elects to be taxed as a corporation (in which case, it is usually simpler to form it as a corporation to begin with).

Also, I recommend that you work with a CPA from the outset in regards to tax filings; use a lawyer to form your business, but unless you get into strange circumstances you don't need a lawyer for this kind of tax advice.
