Submitting Pictures with Resumes

Is it legal for a prospective employer to request that a picture be submitted along with a resume?

The only possible illegality would be an invasion of privacy, however the request is not illegal but you don't have to comply. If job requires certain appearance they may be entitled to picture, e.g. blond, 6ft thin, etc.
