Union Dues - Company Fails to take out dues...

My fiance works for a highly recognized non-profit organization, as she has for the past 3 years or so. Lately, she just received notice from her union representative that her dues have not been taken out of her check since she started working for the organization. She remembers signing a piece of paper when she first started working, stating that dues would be subtracted from her pay check. She owes roughly $2,000. The union told her that they came up with a solution - they will begin taking an extra $50 plus her normal dues out of her check until the balance has been paid. Is she liable in this situation? Who is at fault here? What should she do?

No one can profit from the mistake of another. The money is owed no matter who's fault that it was not collected in a timely fashion
