verbal offer revoked

After refusing an initial offer for more compensation the employer made a counter offer which was agreed upon by myself and the employer. A start date was negotiated. Now, 5 days before my start date I have no written offer and the employer's CEO may reject my hiring. What are my options

Not much to work with here -- unless the contemplated employment agreement was for a specific term and included a regime for termination with/without cause (as would customarily be included in a written employment agreement), the employment relationship would be "at will" and thus terminable with or without cause at any time. Thus, even if you could compel the employer to hire you, there would be no reason that you could not be immediately terminated without cause.

This, at best, sounds like a conditional offer, subject to the CEO's approval. As such, your legal rights are few, if any.
