Can a city require employees to live within it's boundaries?
Is it legal, under the Constitution of the United States, for a municipality to mandate that all employees of that municipality must live within it's geographic boundaries?
Specifically, I am wondering if the 14th Amendment would prohibit this practice, as it limits the freedom of a US citizen to spend their free (off clock) time in a manner which they desire. This question is specifically targeted to maintenance of residency, not preference in hiring given to applicants who are residents versus non-residents.
