civil suit
I want to file a civil suit against the city. Who can fill out the paperwork for this? Do I simply walk into a courthouse and tell them I want to file a lawsuit? Or do I need someone else to do the filing? And can I file in the city where I live, or do I have to go to the city in which the people I am filing against live? Thanks for any advice.

All of the answers to your questions depend on the details of the injustice for which you are now looking to bring suit. For example, what happened? How were you wronged?
You mention that you want to sue the city, and then in your fourth sentence you mention the people you are filing against.
Try reposting your question with a general description of the facts upon which you believe you have a lawsuit.

Suits against a city are handled differently than against a private individual. I strongly recommend that you have an attorney do the legal documents.

In order to file in the city you live in, the parties that committed the wrong doing have to have some presence. You can always file in the city where the defendants live or the city or place that your were a victim of wrong doing. Also be careful if you are filing against a city or state because there is time limit as to when you can, proper procedure as well as a monetary limit.
