discrimination against disabled by a State agency

Both my wife and I are disabled and live on SSDI We have had to join prescription Advantage to cover our pharmacy bills. The plan has two sets of rules with respect to eligibility. One set for people over 65 and another for the disabled. In short people over 65 may work and may have substantially more income than the 133% of poverty and still participate but if one is disabled our income cannot exceed that income limit if it does we loose our eligibility.

I belive that this is discrimination against the disabled and a clear violation of our Civil Rights.

Have you discussed this with the plan administrators? If so, what is the basis fior the rules?
