Legal Question in Civil Rights Law in Massachusetts

My friend was caught stealing in makeup at a store in conneticut. Legally, she's considered an adult there, but would our or their laws apply in court? ( In our state she is not legally an adult )

The law of the place you are charged with a criminal offense applies (so it would be CT's law here). In Massachusetts you are charged as an adult after your 17th birthday.
