Legal Question in Civil Rights Law in Massachusetts

Is it illegal for hotel staff to eavesdrop on phone conversations? I have been placed at a hotel by the housing authority of Massachusetts. Is it illegal for them to do that, and would they be allowed to evict me from the hotel in retaliation if I reported them to housing?
