if someone has a monetary judgement against them and they do not have the funds to cover it what happens? do they take personal belongings or make it come out of your paycheck?

The holder of the judgment can intitiate what is referred to as a Supplementary Process. In that proceeding the only issue is the amount the Defendant will pay - and how - such as through a wage garnishment or attachment. This is a separate court proceeding in which property can be seized.
