Legal Question in Civil Rights Law in Massachusetts

noisy neighbors

I am a tenant. We have had problems with the neighbors being nosiy all during the day and night. Right now the music is blaring so loud, I can't hear my tv. My grandaughter who lives with me has even cried because of the noise. We had a meeting with the landlord and the tenants upstairs but still have problems. What action can I take to have this matter resolved. It makes our family argue and fight which we never did until we moved in here. Any help would be greatly appreciated. I am not sure where to direct this question. Thanks for you're help.

As a tenant you are entitled to the "quiet enjoyment" of your unit. It is your landlord's responsibility to provide this. If there is no satisfaction, you could take the matter to housing court. Do not withhold rent-there is a law that governs that procedure. YOu may also treat your lease as breached and move out.
