proposal on a contract

I had a proposal with a contractor he was given 10% down for permits etc.The permit was rejected and now the contractor only wants to give me 3% of my monies back I recived the check but it bounced 3 times I also wrote on the check not in full satisfaction please help me

How much did you pay him? Was the work you hired him for residential construction? Where do you live? What is the contractor's name and his business name?

You have some leverage, as a Mass statute probably applies. There are also regulatory complaints you can make with the licencing agencies to cause him some professional problems.

I recommend you hire a lawyer to write a Demand Letter under the consumer protection statute. I can easily handle this. I do this kind of thing all the time.
