Legal Question in Civil Rights Law in Massachusetts
I was not pulled over by a police officer but was mailed a speeding citation 3 days later for supposedly going 5 miles over the speed limit. How did they get all my information including my license # and can I fight it in court and will it go on my record(raise my insurance).

good question, there should be some indication on the citation. Some places have cameras.
You can contact the police department that issued the ticket and see if there is a report.
You should file for an appeal within the time allowed, and return it by certified mail with return receipt requested, and keep a copy of the the citation.
