regarding statutes of limitation-if a statute has run out can a judge extend it or change it. this is regarding a

rape statute.

No one, judges included, can change, alter or extend the period of a statute of limitations.

The statute is tolled or "paused" under certain circumstances, however, the most common of which is that the defendant is a fugitive. The time stops running until the defendant is no longer a fugitive.
