Is hacking a non goverment computer illegal? if it is illegal what can i do if my computer has been hacked by a hacker and what action can be taken agianst the Computer hacker?

It is illegal and you can sue them for damages, if you have incurred any as well as filing a criminal complaint for breach of privacy laws.
Depending upon what has been done in "hacking" you could have both civil and criminal complaints against the hacker.
