Personal name as a domain name

Is it illegal to use someones else's proper name as a domain name without permission. For example' if my name was Abc Def, can anyone make a website and call it AbcDef.com without my permission???

The short answer is "yes," someone else can register your name. You don't have any sort of intellectual property right in your own name.

That being said, if the site is used to harass or somehow demean you, --or you use your name in a business sense (trademarked), --that's entirely different. For example, you can't register www.bradpitt.com and then use it to sell cheap imports of brad pitt videos.
