Can an employer require employees to wear a GPS device on them during work day? With instructions it is required on you at all times including personal break and comfort stops (bathroom)

Depends, yes they can make you wear such a device while on the clock-however if you punch out for lunch or breaks then most likely not as that is your personal time and you are not on the company clock.
