Public school teacher charging students

Can a public school teacher charge students for any reason. Example: Charging middle schoolers for putting their head down in class, 5 cents, or charging 25 cents for forgetting supplies in locker.

This is not a constitutional matter!

This conduct is subject to school policy.

Given the current political atmosphere, I would advise against this, unless you get permission from either a department head or the principal.

Your goal seems to be to find a means of getting leverage by instituting a reinforcement, positive and negative, schedule that costs the offending student when they violate the rules of the class.

This is indeed a good idea. If you do not get support, you will hang when some one reports this, and there will be no one to support you.
