Legal Question in Constitutional Law in Massachusetts

I was recentlly stopped by a US park ranger for having no lights on my licence plate.

I believe I had passed the actual boundries of the park when I pulled over. He saw a small pot roach in the ashtray and then searched the truck. If I was no longer on park property do they have a right to stop, search and ticket me?

Probably not for a traffic citation. This is not what i would consider hot pursuit.
