Legal Question in Consumer Law in Massachusetts

I attended a state university and they have hired a third party company (not my student loan servicer) to assitst their students and alumni with students loan repayment options. Is it legal for the university to give my personal info (SSN, address, DOB) to a third party company. And the third party company is contacted me via an auto dialer on my cell phone 6times a day once a week, with one voicemail.
