breach of contract
A company gave me an estimate to install gutters, we agreed on a price and signed the contract. They installed gutters on one half of the house, and then called me to tell me the other side of the house is too high (we're on a hill) for them to safely install, so I would have to call another company that has a ''lift''. Shouldn't they be responsible to finish the job and rent a lift if they need one?

Yes. The estimate should have been based on a view of your house, and should have included anything they needed for the job. If the company is licensed, file a complaint with the Board of Registration. Their website is available through mass.gov.
