Buyers Refusal
I have purchased a used boat from a private seller. The seller gave me a reason behind the boat not running. I attempted to have someone look at the boat but was unable. The seller stated he had someone that wanted to purchase it and wasn't sure if he could hold it. I gave him $2000.00 check to hold that boat. I then waited until the following Friday and gave him the balance owed of $2500.00. Would buyers refusal be applicable to this complaint.

What's "buyer's refusal" in your opinion? It appears that you believe there's some doctrine of law allowing you to ... what, break the contract, after you've paid?
Why? Are you now saying that there's another reason why the boat isn't running and it's much more serious?
This is a lot of money and you were being hustled (that is, rushed). Have a conversation with a lawyer. Your written summary and posting doesn't make clear what the problem or your question is.
