carpet laws?

I was wondering when you rent an apartment are the owners supossed to redo all the carpets for new tentants? When I first moved in the carpets didnt appear to be too bad but not some un noticed stains are bothering me.

The rental agreement controls the responsibilities of the landlord and tenant. The only possible exception is if something in the place violates a health code, ordinance or law.
