2 unit owners of our condo convinced the Town to take over the sewer billing. Prior to that time, the one sewer bill came to the condo association and was portioned according to our % of interest. I am now paying more on the sewer bill than I would if the one bill came to the association. Is this legal? I never gave my permission to have a 3rd party do the billing. Our condo association doesn't care because they save money with the Town doing the billing. Please advice.

If the condo association did a deal with the town, subject to the formalities of the association, it is done. I do not understand the rest of ur question.
