Legal Question in Consumer Law in Massachusetts

CPA obligations

I gave my cpa tax info on time, 1099's, bank spreadsheets etc. to file last 2 years for myself & 2 workers agreed to do taxes, then filed extensions now won't return calls he has all our documents is he obligated at all for penalties intrest etc.?
