Creditor Harrasment
Is it legal for a debit collector to call a neighbor and ask to put a note under the door? If It is not what legal action can we take?

No. I believe this action would violate theFair Debt Collection Act. Contact State Office of Consumer Affairs for identity of Federal Agency that enforces - I think it's the FTC

It depends on what information the debt collector communicated to the neighbor about you.
