Electric bill
I have been charged my Neighbors electric bill for a few years. How many years would I be able to recieve back for overpayment?

As many years as you can prove you were paying it, probably up to at least four. One could argue six. One could even argue ten or twenty, if one had a TV Consumer Reporter asking the questions.
But then, were you also paying for your OWN electricity? If not, you owe for your bill for the same period of time.
