employment law
In an application for a position with the Division of Banks with the state of MA, they are requesting the applicant to send in a credit report. Is this legal?

Re: employment law
Do you really think that the state would violate employment law?
The logic of this is pretty solid, if you think about it. Someone with serious debt issues should not be regulating banks which might have the power to influence his or her judgment by, say, "paying off" a debt that lingers.
Without looking it up, and thus I am open to educated contradiction that this request IS illegal, I suggest that you supply the information if you want the job.

It is not illegal.
I would think it is premature to send a credit report with your application without knowing even if you are being considered.
Contact the prospective employer and ask them about this.
