False Internet Shipping Charges

I have a question about legality of shipping charges for purchases made on the internet. The issue is with clothing retailers calculating your shipping charge on the cost of order. For example, if you spend $10.00 on a pair of underware, it costs $5.00 to ship, but if you spend $100.00 on the same size and weight underware, you pay $15.00 in shipping. There is no way shipping actually costs this much for the more expensive item and I feel companies are profiting from these methods. My question is what legal rights as a consumer do I have against the large companies that do such practices? If this is illegal, then countless consumers are overpaying for shipping each day, that is adding to company profits. Would something like this be a legit class action suit?

Shipping fees are clearly identified prior to your confirmation of an order. There is no law that sets the standard for such charges.
