illegal bil of sale and title

son bought car from woman he worked with then she moved,registry said we can not register it till the womans sister has it signed and sealed by notery.sister that sold it to son bought it from her sister then never put it on the road then sold it to son. we only have sisters mailing address at post office and her name and birth date,other sister the second owner moved out of state,what should we do to find her and get her to do this for my son, son has handicapp leg and has to bike to work every day,it is very hard on bad leg and mentally depressing him that someone screwed him over what should we do. worried mom

It's hard to get a clear picture of what you are saying. If the owner of record at the REgistry is the sister who is still in MA, she can sign the title over to you. You should write to sister who's PO box you have. She should not have a problem signing title over to you, unless of course her sister stole it from her.
