Can a collection agency harrase

and refuse payment?

The collection agency can refuse a payment. However, such refusal can create problems for it down the road.

You can limit the contacts by demanding that all contacts be made in writing to your attention only. I would send this demand in writing, with certified mail and a return receipt.
