Is it legal for a hairdresser to charge extra for services if pay by check or chargecard?

MasterCard and Visa both prohibit sellers from charging a service charge for the use of their credit cards. Under the use agreements, sellers are also prohibited from having a minimum charge requirement. Amex and Discover do not have the same prohibitions. Federal Law does permit a seller to offer a "cash discount".
