with no written contract for storage use. can a landlord hold tools and equipment by changing locks to a shared unit with the landlord.

Assuming that the unit is part of the leased premises to which you are entitled to possession, the landlord has engaged in an illegal eviction action.
If you cannot work things out with your landlord, you might want to consider calling the police to retrieve your personal belongings.
