Does copyright laws on duplicating old
instructional videos ever expire?

There is a fair use doctrine that lets you make copies for your own use, but not for distributions to others.
I believe copyright, regardless of the existence of the underlying entity, once correctly allowed, continues for 70 years after its acceptance and issuance.
