My wife just took out a debt consolidation loan on March 23, 2016 and the apr was much higher than the original quote. My question is can she cancel the loan today, seeing it is less than 24 hours?

The rule is no cancellation (rescission) unless the loan took place at a place other than the lender's place of business. There is a three day deadline if it is allowed, or more depending on what documents have been given to you.
I expect you'll say this was an Internet loan or done by mail, in which case your lawyer will have to sit down with you, gather all facts of all communications, read the fine print (which is only a factor and not a final answer), and roll the dice as to what a judge will say as to the location at which the loan took place.
You're talking about legal fees for the investigation and research, and then possibly more for litigation if rescission is resisted. You should expect that your lawyer would estimate the fees only at an inperson preliminary consultation with you.
