Legal Question in Credit and Debt Law in Massachusetts

2nd 9 digit number

I have seen 2 sites about 2nd 9 digit numbers to use for credit. One is a scam for sure the other suppose to not be, it looks like they are using TIN, or EIN or even ITIN's. Do you know if there are any legal 2nd 9 digit numbers. They are claiming this is legal because you are still responsible for your ss# as well as the new number. I went through a financially devistating divorce and it has killed my credit. My husband now had $60,000 in ID theft, we can have only been able to get that number down to $45,000 in the last 5 years and are looking to buy a house, we have all the income needed, but none of the credit, don't want to wait another 7-10 years for my credit to be fixed, and we are getting nowhere with the ID theft.
