Can 5.00 weekly be considered a good faith effort when payjng off a debt, if I am on a fixed income and disabled?

There is no accepted definition for "good faith effort". It may be a good faith effort based on your specific situation, but that doesn't mean a creditor must accept it.

Yes. Usually a court will make this kind of order when a person has no real extra money after reasonable expenses are subtracted from income. Should your creditor turn this down, don't be afraid to let the court decide (assuming a case was filed by the creditor).
